Good question. I could not find a definitive source for an answer.
I did find anecdotal information that over time the Application Coverage information may not match what is actually in the review, and the suggested solution was to refresh the Review. This suggests that the Application Coverage information is based on the current state of data from the most recent collections and is not based on the review snapshot.
